The root cause of the problem has been identified as a change in some core CiviCRM code that was incompatible with how a common plugin interacted with member syncing to WordPress, and a temporary patch has been applied. New registrations seem to be working again.

While the wpForo issue has been resolved, we are aware of an issue that was introduced with the recent security updates to CiviCRM where public tier membership signups are not working. Once the root cause has been determined and a fix is implemented, another announcement will be made. I can personally attest that at least paid membership renewals work fine.
